    Salary: We offer excellent benefits, with the anticipated starting salary for this position ranging $66,709 – $91,494, depending on qualifications.

    This is a management and professional position responsible for financial reporting, account analysis and daily financial functions of the City’s Water, Wastewater, and Stormwater utilities. This position requires strong leadership skills, attention to detail, and a solid understanding of financial regulations and statutes. Specific duties include:

    • Manages the general and subsidiary ledgers and journals for water, wastewater, and stormwater utilities, which includes proper classification of entries and balancing end of month general ledger balance sheet accounts with subsidiary ledgers. Performs fixed asset accounting and reporting for the utility funds.
    • Manages and prepares the annual report to the PSC and coordinates the utility portion of annual audit for the city. Prepares necessary work papers for audit including schedules related to the utility funds. Assists with the preparation of the Management and Discussion Analysis for the utility funds for the Annual Comprehensive Financial Report.
    • Provides financial operation and administrative guidance to the Public Works utility divisions. Assists with the preparation of the annual utility budgets.
    Coordinates rate study projects and prepares necessary schedules for rate reviews.
    Collaborates with the utilities and Director of Finance to ensure all requirements of the project are met.
    • Manages and supervises daily operations of the utility accounting division, including utility billing processing, meter reading system, assessing penalties, and customer service. Ensure all duties within Utility Accounting are cross-trained and thoroughly documented in standard operations procedure manual. Manages service provider contract for printing and mailing of invoices.
    • Provides quality customer service with a team-oriented approach to internal and external customers. Resolves escalated customer complaints regarding utility bills. Responds to complaints filed with the Public Service Commission of WI (PSC).
    • Actively participates as part of the Finance management team focusing on problem solving, visioning and succession planning. Evaluates existing processes within existing software programs to provide recommendation(s) for changes or enhancements to the Director of Finance. Participates in staff recruitment, retention and evaluation.

    Required minimum qualifications:

    • Bachelor’s Degree in Accounting, Finance or a related area.
    • Minimum of 5 years of accounting experience and 3 years of supervisory experience.
