This position is responsible for all human resources management, which includes but is not limited to benefits administration; liability insurance; annual reporting; onboarding, recruitment, hiring, discipline, and employee training as requested by the Village Manager or department heads; employee handbook management and enforcement; and collaborate with the Senior Accountant on payroll adjustments. The position shall assist the Finance Director with monthly reconciliation activities, the Capital Improvement Plan, annual budget preparation, and support responding to financial auditor inquiries. This position will complete special projects assigned to them by the Village Manager or department heads. This is an exempt position. Position will need to attend meetings outside of normal working hours.
Examples of Duties
Human Resources Management
Responsible for all aspects of the village benefits program
Administers employee insurance programs including life, disability, dental, and health insurance plans.
Administers employee retirement (403b) plans
Advises and informs employees of changes and developments related to benefits including eligibility, coverage, and provisions.
Manages all aspects of the open enrollment process.
Communicates to employees and retirees related to benefit changes, deadlines and enrollment information.
Provides updates on plan changes and rate changes in the payroll and benefit system.
Communicate with the Senior Accountant during the payroll process to reflect proper benefit and compensation changes in the payroll software for processing.
Works with insurance brokers to select and identify carriers and plans that provide the most competitive benefit packages available for the village.
Administers all aspects of the Wisconsin Retirement System Program (WRS).
Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent. Administers the village’s liability insurance program
Administers all aspects of Worker’s Compensation program.
Initiates claims on behalf of village departments and/or community members.
Meet with contracted vendor for updates on active claims and perform worker’s compensation audit.
Ensures the organization’s compliance with the applicable provisions of COBRA, HIPAA, FMLA, ADA and all aspects of annual ACA reporting. Administers all leave plans for the village including the Family Medical Leave Policy.
Ensures job descriptions are up to date and compliant with all local, state and federal regulations.
Manages the talent acquisition and retention process for the village based on requests by the Village Manager and department heads, which may include recruitment, candidate selection, interview facilitation, pre-employment screening and on-boarding. Collaborate with department heads on diversity, equity, and inclusion principles to be executed in the organization.
Initiates employee training to improve the workforce’s knowledge, skills, and safety procedures. Manages and enforces the village’s employee handbook policies and procedures.
Coordinates the village’s performance evaluation program.
Manages and maintains employee personnel files.
Performs periodic reporting (OSHA, WRS, ACA, 941s, W2s, Unemployment, BSL Reports).Deputy Treasurer
Assists with monthly reconciliation activities as requested by the Finance Director.
Provides administrative support to prepare the Capital Improvement Plan and the annual budget.
Provides support to responding to financial auditor inquiries in preparation for the annual Comprehensive Financial Report.
Assists with property tax payment collection and settlements.
Serves as backup for payroll processing.
Helps with daily drawer balancing if needed.Assistant Village Manager
Completes special projects assigned by the Village Manager or department heads.
Completes the biennial community survey. Collaborate with the Communication and Marketing Coordinator to complete the survey and the final report.
Serves as staff liaison for the Finance and Personnel Committee.
Provides support and backup to the Village Manager during their absence. Village Manager will provide development and learning opportunities for person in position to grow and add their depth of knowledge in local government.Other Duties

MINIMUM POSITION QUALIFICATIONS
Bachelor’s Degree in Public Administration, Business Administration, Accounting, Human Resources, Political Science or a related field is required.
A Master’s Degree is preferred but not required. A Master’s Degree will be recognized as two years of experience.
A minimum of three years of work experience is required.
Degrees/certifications such as CPP, SHRM-CP or SHRM-SCP are preferred but not required.
