The City currently provides a full range of services, including finance, police, arts and culture, clerk, communications, community planning and development, economic development, human resources, human services, municipal court, parks and community services, public works, sustainability, and water/sewer/stormwater.     The Chief Financial Officer plans, directs, reviews, and manages all financial functions, including financial reporting, budgeting, cash/investment management, utility billing, general accounting, and payroll outcomes. The incumbent assures efficient and effective utilization of Department funds, staff deployment, materials, facilities, and provides technical advice and internal customer services to the organization within broad policy direction established by the City Council and coordination received from the Mayor and City Administrator. The Chief Financial Officer supervises 14.25 professional, technical, and administrative support staff, including a Deputy Director.

    The ideal person for this position will excel at translating technical finance information while employing strategic thinking in assisting other departments and policymakers. Strong accounting capabilities are available within the existing finance team, the new Chief Financial Officer will not need to focus on accounting yet will use finance and managerial knowledge to understand/communicate the big picture, delegate, and mentor staff.

    The Department is operating well, with a focus on enhanced customer service, a continuation of this approach is desired. The ideal candidate will need to be able to prepare complex narrative and statistical reports, correspondence, and other documents to make Issaquah’s finances decipherable to other departments, the elected officials, and the public. The Chief Financial Officer will need to speak effectively, and analyze and evaluate the impacts of policies, projects, programs, and activities.

    Requirements:

    • Bachelor’s degree in business administration, accounting, or finance
    • Five (5) to seven (7) years of progressively responsible experience in financial-management or any equivalent combination of education, experience, and training that provides the required knowledge, skills and ability required to perform the job
    • Fund accounting, municipal budget preparation and administration experience
    • Knowledge of accounting and auditing theory, principles and practices and their application to a wide variety of financial transactions, services, and problems
    • Principles and techniques of project management
    • Strong ethical standards
    • Knowledge of systems and inequities as they relate to diversity and inclusion
    • Bondable

    Vaccination

    Preferences

    • A master’s degree in a related field
    • Ten (10) years of experience preferred
    • Long-term financial planning and financial management experience
    • State of Washington experience is desirable but not mandatory
    • Municipal experience working with elected officials in a strong Mayor-Council form of government is beneficial
    • CPA certification is a plus

    Compensation & Benefits

    The annual salary range for this position is $146,180 – $198,409 per year, DOQ/E. Issaquah has a strong collaborative work environment culture. Telework is encouraged (up to four days per week), so where a person lives within the state is not a factor in selection.
