Well-regarded Council Manager community in scenic south-central Wisconsin seeks experienced, organized, team focused, and service oriented professional to lead the City Clerk-Treasurer’s Office. GovHR USA is pleased to announce the recruitment of candidates for this position for the City of Janesville, Wisconsin.

    The City of Janesville is a full-service community with 526 FTEs and an adopted 2021 budget of just over $110 million, including a $52 million General Fund. The City operates under the Council Manager form of government. The Janesville Common Council has seven members who are elected at large on a non-partisan basis. The Council President is elected from among the councilmembers and presides over Council meetings. The Common Council appoints the City Manager, who serves as the City’s Chief Executive Officer. All Department Heads (Police Chief, Fire Chief, Public Works Director and Neighborhood and Community Services Director) are appointed by and directly report to the City Manager. Excellent schools, affordable and high-quality housing, beautiful parks, outstanding recreational opportunities, low crime rate, and numerous cultural opportunities all contribute to Janesville’s appeal.

    About the Position

    Under the direction of the Clerk-Treasurer, the City Clerk-Treasurer’s Office is comprised of a total of 10 employees, including two part-time employees and has a 2021 budget of $570,444. The Clerk-Treasurer is the trustee of all City funds and the custodian of the official City records. The Clerk-Treasurer is appointed by the City Manager and reports to the Deputy City Manager.

    The Clerk-Treasurer oversees the functions of treasury management; investments, promissory notes, bonds, and other borrowing; voter registration; elections; licensing; utility billing; accounts receivable; property taxes; special assessments and charges; public records preservation, request fulfillment, and tracking; and Board of Review, each consistent with applicable federal, state, and City laws.

    Immediate tasks for the new Clerk-Treasurer will include the implementation of tax and licensing modules in the City’s Enterprise Resource Planning (ERP) software; the redrawing of ward lines following the release of 2020 Census data; the identification of one or more new polling places; and the issuance of a Request for Proposals (RFP) for banking services.

    Position Requirements

    The City is seeking a Clerk-Treasurer with solid leadership, excellent judgment, and well-developed management skills. The successful candidate will also have a:
    • Bachelor’s degree or equivalent in Accounting, Finance, Public or Business Administration, or a related field from an accredited college or university.
    • Master’s degree in one of the above fields, Certified Public Finance Officer (CPFO) designation, and/or a Certified Public Accountant (CPA) is preferred.
    • Wisconsin Municipal Clerks Association’s Certified Municipal Clerk credential preferred.
    • Minimum of five years progressively responsible experience in financial and office management experience, preferably in municipal finance or closely related field, experience in municipal elections or related municipal clerk administration, with at least three years of supervisory experience is required.
    • Attendance at night meetings and special events is required.

    Compensation and Benefits

    The starting salary is $93,000 firm, with the opportunity to earn up to a 5% increase after six months based on job performance. A comprehensive benefits package includes participation in the Wisconsin Retirement System (50% City paid), health insurance including medical, dental, and vision coverage (also available to dependents), and life insurance. The City also offers paid vacation, holidays and sick leave and professional memberships. There is no residency requirement.
