SUMMARY
Under direction of the Health & Human Services Director, the Deputy Director is responsible to assist the Director with the overall management, planning and coordination of the operations and activities of the Department, develop and implement policies, procedures, goals, objectives, and priorities, and ensure that assigned activities within the Department are completed in a timely and efficient manner consistent with defined policies, regulations, Wisconsin State Statutes and Administrative Rules. The Deputy Director must understand, support and work within the values, mission and vision of the agency. The Deputy Director serves as the Deputy Records Administrator. Develops, implements and monitors all fiscal procedures and operations of the department. Monitors fiscal activities to assure compliance with state and federal rules, regulations and requirements. Monitors grants that are awarded for fiscal reporting. Establishes accounting procedures to assure consistency with department and county policies. Oversees billing and collection procedures of the agency to assure the department receives reimbursement for all services for which the county is entitled. Must understand, support and work within the values, mission and vision of the agency.Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, but are not limited to:
Act as the Director of the Department in absence of the Director.
Civil Rights Compliance Officer for the Department. Responsible for maintaining agency’s plan and filing complaints with state or local officials
Primary Client Rights and Grievance Specialist for the Department.
Deputy Records Administrator for the Department.
Coordinate with the Human Resource Director, the recruiting, screening, and interviewing of applicants for position vacancies within all divisions in the Department. Make recommendations, which are given particular weight regarding the hiring, firing, advancement, promotion or any change of status of other employees.
Administer all disciplinary action within the Department in coordination with the Health and Human Services Director and Human Resources Director.
Assist with resolution of both staff and client grievances within the Department in coordination with the Human Resource Director
Direct and assign employees to tasks in the administrative division. Monitor training requirements of staff and approve requests to attend seminars and conferences. Conduct staff meetings for the dissemination of pertinent information.
Assist in formulating, determining, and carrying out procedures, which are established by the Management Team and policies established by the Health and Human Services Board.
Prepare, recommend, and monitor budgets within the division and provide assistance to managers in preparation and tracking of department/program budgets, revenues, and expenditures. Provide assistance in determining and recommending program rates, overhead costs, facility costs, revenue projections or other activities.
Review and monitor state/county contracts for compliancy with fiscal requirements, including cost reporting, statistical data, etc.
Participate as a member of the management team. Participate in the development, implementation and evaluation of programs. Problem solves and develops procedure to assure successful operation of the department.
Develop and create financial reports for department use as requested. Prepare various financial and accounting reports for local, state or federal agencies or funding sources. Provide assistance and support to auditors while conducting agency audits and accounting reviews. Prepare and oversee end-of-year closing. Prepare EO4 reconciliation and reports for auditors.
Review provider audits for compliance with State Statutes, contract requirements, allowable cost policies, provider audit guidelines and excess profits or reserves.
Oversee equipment purchases, requisition of supplies and inventory, incident reports for agency staff, and other procedures established by state, federal, and county mandates and/or ordinances. Participate on county “Loss Control Program Sub-Committee” reviewing accidents and workers compensation claims for Oconto County.
Formulate procedures for systematic retention, protection, retrieval, transfer, and disposal of agency records.
Maintain qualitative and quantitative standards of performance, evaluate performances, and recommend personnel action. Maintains and updates staff job descriptions.
Prepare for and respond to community emergencies including but not limited to natural and manmade disasters.
Respond to Request for Proposal when appropriate.
Perform all other duties as assigned.Typical Qualifications
QUALIFICATIONS
Master’s degree in social work, psychology, counseling, accounting, business administration, social work, psychology, counseling or related field from an accredited college or university preferred. Minimum of five years progressively responsible administrative and/or supervisory experience required. Bachelor’s degree with a minimum of five years progressively responsible administrative and/or supervisory experience may be considered in lieu of a Master’s degree.
Able to understand and comprehend new department programs, changes in the law creating policy changes, ability to implement these policy changes to insure compliance with State and Federal regulations.
Knowledge of accepted principles and practices of supervision and able to direct and evaluate the work of staff.
Knowledge of State accounting procedures, Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), and State Allowable Cost Policy.
Must have personal characteristics that reflect qualities of leadership, ability to work with others, imagination, social vision, initiative, emotional maturity, and flexibility.
Proficient computer utilization skills.Supplemental Information
SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Administrative Support Division. Carry out supervisory responsibilities in accordance with the organization policies and applicable laws. Responsibilities include screening prospective employees, recommending hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Visit https://www.ocontocountywi.gov/ to apply.
