    Eau Claire County’s Behavioral Health Clinic in the Department of Human Services has an immediate need for an experienced Billing Specialist who is familiar with insurance companies, Medicare, and Medicaid. This vital position will file insurance claims on behalf of the patient’s and will work with patients and their families on payment plans and other arrangements. The ideal candidate will have excellent customer service skills, be compassionate and naturally helpful, willing to work a problem to its successful conclusion, a have the ability to manage stress in a fast-paced environment. Previous experience in medical billing and coding would make this transition smoother.

    POSITION SUMMARY:
    Performs fiscal responsibilities that provide vital data and information, adherence to Generally Accepted Accounting Procedures (GAAP), the enhancement of the efficiency and effectiveness of documentation for earning, billing and collecting revenue, knowledge of State and Federal billing requirements and functional direction to other fiscal staff.
    ESSENTIAL FUNCTIONS (Illustrative only):
    • Prepares monthly State HSRS reports for reimbursement of State Contracts with the Department of Health & Family Services; provides ongoing analysis of the State reporting/funding information upon which management decisions regarding level of services provision are based
    • Coordinates, bills, and collects revenue from third party payers
    • Researches and recovers funds paid on behalf of clients who have additionally received retroactive Medical Assistance
    • Prepares detailed financial statements and fiscal reports; processes accounts payable; and assists internal and external consumers
    • Provides professional support to administrative staff for the fiscal operations of the Department; prepares analysis sheets for use by administrative staff; analyzes multiple funding sources to maximize use of Federal, State and County revenue; assists independent and State auditors with departmental audits; establishes and maintains adequate fiscal internal control systems
    • Participates in and monitors the maintenance of reporting and recording systems, including application of electronic information systems, to ensure that accurate records are kept in accordance with legally-mandated record management practices and procedures
    • Trains social workers and other pertinent staff to identify billable activities and services and how to document provided services to substantiate billed services for various revenue sources
    • Collaborates with the Information Systems Department to develop systems that conform to regulatory agency rules such as HFS 34 and B-3, and Intensive Supervision
    • Incorporates HIPAA policies and procedures to ensure compliance; participates in HIPPA compliance consortium meetings
    • Performs other related duties as required or assigned
    WORK ENVIRONMENT:
    • Work is performed in a general office environment with continuous sitting, talking, and hearing; frequent use of hands dexterously; and occasional standing, walking, and reaching with hands and arms
    KNOWLEDGE, SKILLS, AND ABILITIES:
    • Knowledge of governmental accounting practices and procedures to facilitate internal and external reporting
    • Knowledge and skill to prepare clear and concise reports, financial statements, and accounting records and interpret financial data relevant to the operations of the Human Services Department
    • Knowledge of accounting and auditing principles and methods in their application to a government accounting system
    • Knowledge of basic record keeping and bookkeeping practices and methods
    • Knowledge of and ability to apply Federal, State, County fiscal guidelines, and various contracts

    • Working knowledge of computer programs and their applications pertaining to human services operations and of computerized information systems
    • Skill in basic mathematical computation
    • Skill in the operation and data processing methods, information storage and retrieval techniques
    • Skill in basic accounting/bookkeeping operations including balancing, reconciling and reporting
    • Skill in communication, interpersonal skills as applied to interaction with supervisor, co-workers, the general public, etc sufficient to exchange or convey information and to receive work direction
    • Ability to evaluate financial data and statements and advise administrative staff of results of operations
    • Ability to communicate effectively both orally and in writing
    • Ability to establish and maintain effective relationships with fellow employees and the public
    • Ability to operate standard office equipment and machines including, but not limited to: personal computer, copy machine, calculator, fax machine, and telephone
    • Ability to work the allocated hours of the position
    REQUIRED QUALIFICATIONS:
    • Associates degree in Accounting or closely related field
    • Three (3) or more years of experience in general accounting/bookkeeping, or other financial experience relating to balancing, reconciling, and reporting.
    • Demonstrated proficiency in the use of Microsoft Excel software
    LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS:
    • Appointment will be conditional upon successful completion of a criminal and caregivers background check and a credit check
    DESIRED QUALIFICATIONS:
    • Experience performing governmental accounting and grant reporting duties, preferably in a human services area
    • Keyboarding skills of 45 wpm
    • Calculator skills at 150 strokes per minute
