Position Title: Fiscal Services Director
Pay Grade: E7
Reports To: Asst Finance Director with direction from DSS and DCP Directors and Harbor Haven Administrator
Under the general direction of the County’s Assistant Finance Director and Finance Director this position directs financial management functions for the Department of Social Services, Department of Community Programs and Harbor Haven. Plans, develops, coordinates and administers all financial services. Ensures the provision of adequate staff, equipment, materials and supplies as it relates to fiscal operations for these departments. Coordinates budget preparation with direction from the department program directors and administrator. Completes fiscal impact analysis of administrative proposals or pending legislation. Oversees the hiring process of fiscal positions to ensure adequate staffing.
The following duties are normal for this position. These are not to be construed as exclusive or
all-inclusive. Other duties may be required and assigned.
Plan, design, and coordinate all fiscal systems to integrate and coordinate accounts receivable, accounts payable, purchase of service contracts, purchasing, inventory, internal management information systems, multiple State of Wisconsin reporting systems, county wide financial reporting systems and personnel systems.
Oversees and directs Medicare Program which consists of establishing billing rates, billing, and yearly final settlement for services of the Medicare Program.
Oversees fiscal impact of contracts with other counties contracting for services of the Acute Unit and advises Executive Director on fiscal ramifications.
Monitors, interprets and administers changes in the regulations involving Title XVIII, Title XIX, and UB-82
Manages, supervises, organizes and directs fiscal services provided to DSS, DCP, Harbor Haven which includes accounting, fixed assets, vouchers, purchase of service contracts and payroll.
Supervises the timely preparation of periodic financial reports for DSS, DCP, Harbor Haven management, county management, county board committees, and outside agencies including Federal and State grant reports.
Analyzes and interprets financial implications of pending legislation and Department of Health Services and Department of Children and Family policy changes affecting the departments and reports to or advises the county executive and program directors accordingly.
Monitor, analyze and interpret the overall financial condition of DSS, DCP, Harbor Haven; inform the appropriate program directors and the Finance Director of any budget deficiencies, inconsistencies or fiscal or data processing problems.
Assists and counsels administrative and fiscal staff regarding accounting policies and procedures to insure that policies conform to applicable laws and governmental accounting standards.
Provides assistance to the directors/administrator regarding financial procedures, budget development, legislative impact and funding options.
Coordinates direct assistance to auditors during audits of financial records, including audits of grants under the Single Audit Act.
Coordinates the preparation of the budget for these departments under the direction of and in collaboration with the program directors and the finance director.
Develops and administers policies and procedures concerning established financial methods of performing work in accordance with organizational policy and governmental accounting standards.
Provides financial and analytical data regarding the cost and effectiveness of new and existing programs.
Demonstrates awareness of departmental objectives and priorities and complies with all applicable departmental policies and procedures.
Work Direction Received:
General direction is received from the Assistant Finance Director on accounting issues with program direction from the Director of Social Services, Outpatient Director of the Department of Community Programs, and the Administrator of Harbor Haven.
Direct supervision is given to the Business Office Manager and Accounting Managers. Indirect supervision is provided to other fiscal staff. The incumbent makes final recommendations regarding such actions as hiring, firing, evaluation and discipline of employees.
The incumbent has latitude in developing and managing all fiscal services and procedures consistent with work unit objectives and departmental needs. The assistant finance director is available to discuss problems and to provide direction.
There is significant interaction with department heads, State and Federal contacts, State surveyors, external auditors, legislators, clients, staff or other county departments, the general public and others outside the department.
Desirable Knowledge and Abilities:
Knowledge of Federal and State government rules, statutes, standards and regulations, hospital related fiscal administration, insurance, accounting, data processing, computer programming, payroll practices, labor law, planning and goal setting and client needs. Ability to organize work, manage staff, resolve problems, and interact effectively with public officials, auditors, professionals in other departments, clients, and the general public.
Training and Experience:
Bachelor degree from a college or university with a major in accounting, and three to five years of experience in a governmental accounting office.
