ESSENTIAL JOB FUNCTIONS:
Oversees fiscal functions and reporting/recording systems for various Human Services programs to ensure timely, accurate, and complete reporting. Assists in monitoring compliance with procedures required by regulatory agencies, including all Governmental Accounting Standards Board pronouncements and statements. Monitors fiscal processes and identifies improvements or solutions, as needed. Leads change management initiatives and partners with stakeholders to ensure effective results. Considers accounting principles, audit techniques, and internal controls at all times. Leads complex fiscal reporting processes in the Human Services Department, including budget, external audit, Single Audit, and other reporting of a complex nature. Analyzes cash flow and funding sources to ensure optimum performance. Execute all duties as directed by Deputy Finance Director and Human Services leadership staff.

•Thorough knowledge of governmental accounting and budgetary procedures.
•Ability to plan and make independent investigations and audits of difficult nature.
•Ability to use effective judgment and problem-solving skills to make reasonable business decisions and recommendations.
•Ability to utilize electronic accounting aids, spreadsheets and databases.
•Ability to maintain confidentiality and safeguard sensitive information.

Training, Experience and Other Requirements
•Bachelor’s Degree in Accounting; Master’s degree preferred.
•Minimum of five years accounting experience with knowledge of GASB, proper audit techniques and internal controls. Experience must be in professional accounting work with automated systems.
•Strong preference for experience in governmental accounting and public administration.
•Proven proficiency and expertise in using Excel spreadsheets and accounting software; proven track record of excellent organizational and analytical skills and precision in working with details.
•Strong preference for proven skill in collaborative relationships with various members/organizations in a consortium or collaborative workgroup.
•Strong preference for experience in healthcare billing.
