Job Summary: Under direct supervision handles financial activities within assigned division(s). Reconciles, compiles, and forecasts financial data to support division in accomplishing it goals within budgeted appropriations. Assists with the development of financial policies and procedures. Remains current with Generally Accepted Accounting Principles, Governmental Accounting Practices, and statutes/ordinances relating to the County.
•Budget Management and Administration. Under direct supervision, prepares the annual division(s)’ operating and/or capital budgets. Provide division directors with timely, accurate, meaningful data for use in preparation. Ensure budgets are in compliance with departmental mission and tax levy expectation.
•Fiscal Analysis. Reconcile and compile financial data to assist division with accomplishing its goals within budgeted appropriations. Provide fiscal analysis, financial forecasting and technical assistance.
•Accounting. Assist with providing accounting oversight for assigned division(s) in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards. Generates asset tracking report for depreciation process.
•Perform accounting and procurement entries. Prepare journal entries for assigned division(s). Review and prepare procurement entries for assigned division(s). Works with assigned division(s) to receive items purchased.
•Fiscal and Budget Reporting. Preparation of required fiscal and budget reports for assigned division(s). Ensure timely submission of required reports for assigned division(s) including Revenue Deficit Report, Fiscal Reports, Fund Transfers, and others as necessary.
•Department Policy and Procedure Development. Assisting with the development of policies and procedures for the department.
•Current resident of the State of Wisconsin
•Bachelor’s degree or higher in Business Administration, Finance, or Accounting from an accredited college or university is required
•At least three (3) years of experience working in Accounting, finance and budgeting.
•Intermediate Knowledge of all related computer and software applications, such as Microsoft Word and Excel. ERP and Infor system experience a plus.
•The ability to lift/carry up to 20lbs; push/pull up to 20lbs. on seldom occasions.
Knowledge, Skills & Abilities: This position requires higher-level accounting work along with analytical and critical thinking skills; the ability to work independently on assignments; knowledge of a general ledger system; good math skills, skilled in the use of computers, Fax machines, printers, copiers scanners and calculators; ability to explain, gather information, answer queries, and excellent communication skills to both internal and/or external contacts. Additional skills in basic data entry with a high rate of speed and accuracy; ability to understand and follow both written and oral directions; ability to work effectively and harmoniously with peers and others involving explanation of information which may include sensitive or confidential information.
