    Payroll Systems Manager
    Full-Time Position
    Starting Pay: $30.18/Hour

    POSITION SUMMARY:

    This position is responsible for all phases of payroll systems, designing, developing, interfacing, processing, reporting, software, data collection, deposits, financial reports, employee benefit reports and government.

    DESCRIPTION OF THE JOB:

    20% Maintain accurate & timely processing of payroll updates including new hires, terminations and changes to pay rates. Setup and audit allocation accounts. Collaborate benefit setup and management with Human Resources.

    5% Record Pool staff hours from bills for Lasata’s state reporting.

    5% Complete VOE requests, Unemployment forms and state wage audits.

    5% Implement changes for new pay codes, benefits, work rules and Federal & State Law changes in Greenshades, Dynamics GP and KRONOS.

    10% Create and maintain reports, integrations and SSIS jobs related to payroll, financial and project accounting systems.

    10% Oversight of employee time and prepares department wage and hour reports. Researches and answers employee and manager payroll related questions.

    20% Prepares bi-weekly payrolls. Verifies deposits to various financial institutions, deductions, withholding, taxes, child support, etc.,

    20% Prepares Quarterly Tax Reports, and submits data files. Prepares monthly WRS reports, backup reports for WRS contribution remittance. Reconcile and Remit Monthly Life&LTD. Prepares year-end W-2’s, reconciliation of annual W-3 with quarterly reports, annual state taxes and WT-7,annual WRS reconciliation with monthly reports, ACA reconciliation and 1095 reports, Lasata Quarterly Payroll Based Journal Entry and XML files. Implement all budget position, allocation and rate changes. Reset accrual beginning balances and tables in Dynamics GP. Update new benefit rates, holiday calendars in Greenshades and KRONOS. Close out the Payroll year and open the next year. Create 1099-MISC and1099-NEC files and support printing and delivery. Run reconcile, backups and support Financial Year End Close.

    5% Performs other duties as assigned.

    SUPERVISION RECEIVED:

    This position works independently in determining work priorities, methods and projects with a high degree of discretion to perform job functions and other related responsibilities. Interacts with the Information Technology department, reports to the Finance Director.

    SUPERVISION EXERCISED:

    Non-Supervisory position, but facilitates and coordinates with managers in each County department.

    Education Requirements:
    Bachelor’s degree in Business Administration, Accounting, Finance or related fields from an accredited college. Although not required, certification from the American Payroll Association is beneficial.
    Experience Requirements:
    Five years payroll processing experience
    Knowledge, Skills, and Abilities:
    Knowledge and ability to apply State and Federal Payroll Laws
    Knowledge of payroll related accounting
    Knowledge of Crystal Reports and Microsoft Access
    Proficient in Microsoft Office
    Experience using KRONOS, Dynamics GP and Green Shades
    Ability to resolve complicated complaints, inquiries and issues involving pay and benefits
    Ability to communicate effectively in both oral and written form
    Ability to meet stringent deadlines, establish work priorities and operate in a fast-paced environment
    Ability to provide work direction, establish and maintain effective working relationships
    Ability to trouble shoot, develop reports and extract data.

    WORKING ENVIRONMENT:

    The County has a complex payroll structure with unions, non-bargaining, elected, 24/7 law enforcement, 24/7 nursing home and rule exceptions down to the individual level. The operation is essentially many different types of businesses within a single entity. Absences are scheduled around a restrictive calendar due to the biweekly payroll.
