This position requires the ability to analyze complex financial issues and determine the appropriate solutions. Responsibilities include the recording, analysis, and reporting of financial data and the preparation of key general ledger account reconciliations. The employee works under the general supervision of the Assistant Finance Director and supports the work of the Accounting Division and Finance Department. Work requires independent judgment, attention to detail, consistency, and is confidential in nature.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
• Perform detailed accounting work in Finance areas such as maintaining and reconciling the general ledger; reconciling month end and year-end funds; auditing and preparing the Comprehensive Annual Financial Report (CAFR); managing Capital Improvement Project (CIP) budgets; reconciling and maintaining fixed asset acquisitions, disposals and related schedules; preparing associated journal entries; reviewing and processing Automated Clearing House (ACH) debit vouchers, and other essential accounting functions. 25%
• Perform routine duties occurring monthly, quarterly or annually including, but not limited to, Governmental reporting to State and Federal entities, remitting sales tax, assisting with year-end audits, and governmental census reporting as necessary. 25%
• Serve as project manager for department staff in the preparation of the City’s financial statements. 15%
• Serve as a resource and financial expert for the accounting software to departmental staff, new employees, and end users. Recommend and implement improvements and efficiencies for accounting procedures utilizing the accounting software. 15%
• Oversee the management of the general ledger in accordance with Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB). 10%
• Collaborate and work closely with key department contacts (e.g., Financial Specialist, Financial Accounting Manager, Payroll Coordinator, etc.) to resolve accounting differences. 5%
• Assist the Assistant Finance Director and Finance Director with analytical projects. 5%
• Perform other duties as assigned.
REQUIRED MINIMUM QUALIFICATIONS
Education and Experience:
• Bachelor’s Degree in Accounting, Finance or a related field OR
• Associate’s Degree in Accounting, Finance or a related field combined with three (3) or more years of progressively responsible professional experience in financial analysis or accounting is required.
• CPA license, or ability to obtain CPA, is preferred.
• Experience with Governmental Fund Accounting is preferred.
Knowledge, Skills, and Abilities:
• Knowledge of accounting policies and procedures.
• Excellent communication and interpersonal skills in order to successfully interact with coworkers, customers, vendors and others.
• Ability to work in a team environment.
• Ability to organize work effectively and efficiently so as to utilize resources and accomplish multiple tasks according to deadlines.
• Ability to read, understand and interpret contracts, budgets, financial statements, accounting policies and procedures, corporate documents and audit reports.
• Ability to pay close attention to detail.
• Ability to use logic and reasoning to identify problems and make sound decisions, including situations where only limited information is available, while conducting research, analyzing complex issues and formulating recommendations.
• Ability to maintain confidentiality and professionalism.
