    Under the general direction of the Human Services Director and Deputy Director with support from the County Finance Department, this position directs financial management and support functions for the Human Services Department. Plans, develops, coordinates and administers all financial services. Ensures the provision of adequate staff, equipment, materials and supplies as it relates to fiscal operations for these departments. Coordinates budget preparation with direction from the Director and Division Managers. Completes fiscal impact analysis. Oversees the hiring process of fiscal positions to ensure adequate staffing.

    The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
    – Plan, design, and manage all fiscal systems to integrate and coordinate accounts receivable, accounts payable, purchase of service contracts, purchasing, inventory, internal management information systems, multiple State of Wisconsin reporting systems, county wide financial reporting systems and personnel systems.
    – In collaboration with the Business Operations Division Manager, manages, supervises, organizes and directs fiscal and support services provided to Human Services, with the assistance of the Accounting Managers and Business Office Managers. These services include accounting, clerical services, vouchers, billing, purchase of service contracts and time and labor.
    – Supervises the timely preparation of periodic financial reports for the Human Services Department, county management, county board committees, and outside agencies including Federal and State grant reports.
    – Monitor, analyze and interpret the overall financial condition of the Human Services Department; inform the Director, Division Managers, and County Finance Department of any budget deficiencies, inconsistencies or fiscal or data processing problems.
    – Assists and counsels administrative and fiscal staff regarding accounting policies and procedures to insure that policies conform to applicable laws and governmental accounting standards.
    – Provides assistance to the director and accounting managers regarding financial procedures, budget development, legislative impact and funding options.
    – Coordinates direct assistance to auditors during audits of financial records, including audits of grants under the Single Audit Act.
    – Oversees the Accounting Managers in the preparation of the budget for these departments under the direction of the Director and in collaboration with the County Finance Department.
    – In collaboration with the Business Operations Division Manager, develops, administers, assists and counsels administrative and fiscal staff regarding program and accounting policies and procedures to ensure that policies conform to applicable laws and standards.
    – Provides financial and analytical data regarding the cost and effectiveness of new and existing programs.
    – Demonstrates awareness of departmental objectives and priorities and complies with all applicable departmental policies and procedures.
    – Makes recommendations regarding, hiring, firing, and disciplinary action of employees.

    TRAINING AND EXPERIENCE:
    Bachelor degree from a college or university with a preferred major in accounting, and three to five years of experience in a government accounting office.
