    MMSD is seeking qualified candidates for the position of Risk Manager in the Finance Division. Reporting to the Director of Finance, you manage MMSD’s risk management programs, such as placement of insurance policies, claims administration, safety and loss control, and security. Additionally, you are responsible for promoting an awareness of risk management in all MMSD departments, strategic planning, program development, and storing/accessing risk management data.

    Essential Duties and Responsibilities
    Develop, implement, and maintain a comprehensive risk management program that protects MMSD’s assets and interests and minimizes losses to MMSD property and physical injury to employees, visitors, etc.
    Establish and maintain positive lines of communication with MMSD staff, various external stakeholders, and community residents. Provide global incorporation of MMSD risk management objectives, policies, and procedures into the daily activities of those groups.
    Oversee activities of broker’s claim manager. Be the point of contact and serve as the liaison between the broker, insurance carrier and MMSD’s Legal Services Division.
    Ensure accurate recordkeeping, appropriate analysis, and technical resources are provided to MMSD staff on risk management/safety related activities and take corrective action if required. Supervise and manage the creation of accurate records for all regulatory bodies covering workplace health and safety and security.
    Ensure safety compliance.
    Promote, facilitate, and determine plans of action or resolve conflicts related to risk management for all of MMSD.
    Represent MMSD’s risk management program to other governmental agencies, professional organizations, contract professionals, safety and security groups, and residents.
    Provide recommendations to District staff managers, work groups, broker staff and insurance carriers to prevent or minimize losses or to transfer risks.
    Lead and participate in MMSD’s safety committee, laboratory safety committee, and field safety procedures. Develop and implement safety training as needed.
    Manage MMSD security systems and issues by identifying and implementing measures to address security concerns.
    Monitor and maintain contractor compliance with insurance requirements contained in MMSD contracts and take corrective actions as necessary.
    Manage all aspects of MMSD’s employee workers compensation program.
    Monitor SWMBE participation, procurement of insurance policies, processing of insurance claims, and compliance with State of Wisconsin regulations.
    Identify risk exposures, due diligence practices and procedures, underwriting resources documents and applications; procure or require non-standard insurance coverage where needed.
    Determine appropriate types of insurance, scope of coverage, coverage limits, and retention levels to minimize MMSD’s cost of risk.
    Manage insurance procurement and renewals.
    Complete special projects as assigned.

    Qualifications
    Bachelor’s degree in business, public administration, risk management, engineering, occupational health & safety, or a related field.
    Eight years of job-related experience; or an equivalent combination of education and experience.
    Familiarity with public agency insurance requirements and insurance industry standards.
    Working knowledge of employee health and safety program and associated statutes.
    High degree of problem-solving skills with demonstrated ability to resolve conflict.
    Strong written, verbal, and interpersonal communication skills.
    Public presentation skills.
    Strong leadership, negotiating, and influencing skills.
    Knowledge of public risk management and loss control principles and practices.
    Computer software proficiency.
    Valid driver’s license required and a good driving record at time of application and throughout employment.
    Experience in managing and directing an Owner Controlled Insurance Program (OCIP) is preferred.
    Certification as an Associate in Risk Management (ARM) or Certified Safety Professional (CSP) desirable.
    Previous project management and supervisory experience preferred.

    Supplemental Information
    Supervisory Responsibilities: Carry out supervisory responsibilities in accordance with MMSD policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    Work environment: While performing this job, the employee is in an office environment, but also is exposed to outside weather conditions 5% of the time. Position will visit MMSD operations sites and construction sites and may be exposed to extreme temperatures, and wet and/or humid conditions. Travel: 15% required. Requires the use of safety glasses and shoes, hard hat, Hi-Vis vest or clothing, hearing protection, and rain suits as dictated by the location work is being performed.
